Creates a new plugin with the given name in the specified directory

Usage:

rails generate open_project:plugin NAME DIRECTORY

Example:

rails generate open_project:plugin stuff ~/

This will create:

    ~/openproject-stuff/openproject-stuff.gemspec
    ~/openproject-stuff/lib
