<https://dadosabertos.alepe.pe.gov.br>). Retrieve data on representatives,
staff, positions, departments, remuneration, contracts, procurement
processes, and legislative propositions as tibbles with clean names and
parsed column types. Requests are cached locally and retried with
exponential backoff; network failures are handled gracefully.
