TclXML provides event-based (SAX-style) and tree-based (DOM) parsing of
XML documents, with libxml2 and libxslt as the underlying parser and
XSLT processor.

This is one of the extra Tcl/Tk packages that SAOImage DS9 bundles
in-tree (used for VOTable and SAMP support); this build lets DS9 use a
system-installed tclxml instead.

  packages SAOImage DS9 bundles in-tree. Upstream's GitHub mirror
  (wjoye/tclxml, tracked by Debian's watch file) has since disappeared;
  sourced from Debian's own orig tarball mirror instead. Build-system
  patches (link against libxml2/libxslt, build the stub library, C23
  bool-keyword rename, libxml2 error-handler prototype fix) carried
  over from Debian's tclxml packaging.
